To tell from my experience it's working. Or at least it was working in the tech tests.
In one of the tech tests I had a bug and it showed me 4 billion (!) icon points for every of the 3 sections. So I did some clicking and added 5000 points to more loot and the same amount to better loot. Then I did The Accident race and got between 8 and 10 parts every time, and all of them were pink. What means both of the perks worked fine
This bug lasted until I did a game restart, then all the points were gone, including those I set and everything was back to normal. But I luckily could keep all the parts I earned in the meantime
